You are receiving this letter to inform you that your initial solar registration has been conditionally accepted by New Jersey’s Clean Energy Program’s (NJCEP) Solar Renewable Energy Certificate (“SREC”) Registration Program (SRP). The final acceptance of this initial registration is conditioned on completing the solar installation, commencing commercial operations by April 30, 2020 i.e. the date which has been determined by the Board as the date at which 5.1% of the total kilowatt hours sold in New Jersey will have been generated by SREC-eligible solar electric generation facilities (5.1% Milestone).
Pursuant to the Clean Energy Act of 2018, P.L. 2018, c. 17 (“Act”), the New Jersey Board of Public Utilities (“Board”) must close the SRP to new applications upon the attainment of 5.1% of the kilowatt-hours sold in the State from solar electric power generators connected to the distribution system. In the February 27 Order, the Board clarified its interpretation of this section of the Act as follows: projects previously determined to be eligible for SRECs by satisfying all applicable requirements shall be eligible to create SRECs after the State’s attainment of the 5.1% milestone; projects in the SRP pipeline that have not commenced commercial operations by the time at which the Board determines that the 5.1% milestone has been reached may not be eligible for SRECs.
By Order dated July 10, 2019, the Board further addressed implementation of the Act by stating that projects that filed a complete SRP registration or application for designation or conditional certification after October 29, 2018 but that have not reached commercial operation at the time the Board determines that the 5.1% Milestone has been attained will be eligible to be considered for any transition program that the Board may adopt, provided they have maintained eligibility in other respects. The Board is monitoring the progress of the market toward achieving the 5.1% Milestone and will determine when it has been achieved.
The Act also shortened the SREC Qualification Life from 15 to 10 years. In the February 27 Order noted above, the Board ordered Board Staff to apply a 10-year SREC Qualification Life to all projects otherwise eligible for which complete applications were submitted after midnight on October 29, 2018. Your initial registration complies with N.J.A.C. 14:8-2.4(c)(1). The date of your project's conditional acceptance is 04/27/2020. In order to be eligible to create SRECs, your project must receive Permission to Operate from the Electric Distribution Company by April 30, 2020, i.e. the date which has been determined by the Board as the date at which 5.1% of the total kilowatt hours sold in New Jersey will have been generated by SREC-eligible solar electric generation facilities (5.1% Milestone). You must also submit a Final As-Built Packet within 90 days of the date of reaching commercial operation. Staff will close the SRP portal such that no new documents may be uploaded on the 91rst day following April 30, 2020. Upon completion of your project installation, you must submit all documents required on the Final As-Built Checklist, meet all program eligibility requirements and must pass the onsite verification. A kilowatt-hour meter that meets ANSI C12.1-2008 standards is required to be installed capable of recording the solar PV system output. NOTE: AN EXTENSION WILL NOT CONFER ELIGIBILITY FOR SRECS IF THE BOARD DETERMINES THAT THE 5.1% MILESTONE HAS BEEN ACHIEVED PRIOR TO COMMENCEMENT OF COMMERCIAL OPERATIONS.
If your project does not reach commercial operation prior to the 5.1% Milestone attainment date, i.e. prior to April 30, 2020, it will be transferred to the Transition Incentive Program, subject to the rules and regulations of said Program.
When your Final As-Built packet is deemed complete, you will either receive a waiver of inspection or be randomly selected for an on-site inspection. If you are selected for an on-site inspection, you may be required to be present for the inspection. You will be notified via email and will be contacted by a Program Representative to schedule the inspection.
Upon satisfactory completion of all program requirements, the project will be issued a NJ SREC Certification Number or a TREC Certification Number, and instructions on how to register the solar PV generating system at PJM-EIS GATS.

SRP Guidelines and Clarifications
Solar Renewable Energy Certificates (SRECS)
Once a qualified solar project is interconnected with the Electric Distribution System in New Jersey and is authorized to be energized by the EDC, the system is able to produce electricity and is eligible to begin earning SRECs. One SREC is earned each time a project generates 1,000 kilowatt-hours (kWh) of electricity.
SREC Eligibility for Adding Capacity to a Previously Installed System
Solar systems meeting one of the following three criteria will have two options regarding metering for the add-on capacity:
Both the initial and add-on registrations were submitted on or before October 29, 2018;
Both the initial and add-on registrations were submitted after October 29, 2018; or
The initial registration was submitted on or before October 29, 2018, the add-on registration was submitted after October 29, 2018, and the remaining SREC Qualification Life is less than 10 years.
Two Options
If a new solar production meter is installed for the add-on capacity, then the add-on capacity will receive a new certification number and a:
15-year SREC Qualification Life if the registration for the add-on capacity was submitted on or before midnight of October 29, 2018; or
10-year SREC Qualification Life if the registration for the add-on capacity was submitted after October 29, 2018.
If a new solar production meter is not installed, then the add-on capacity would retain the remaining Qualification Life of the initial registration.
For add-on projects where the registration for the initial project was submitted on or before midnight of October 29, 2018, the registration for the add-on capacity was submitted after October 29, 2018, and the remaining SREC Qualification Life of the initial registration exceeds 10-years:
A new solar production meter is required for the add-on capacity to be eligible to receive SRECs.
The assigned Project Number and the Permission to Operate (PTO) dates for previously installed solar systems can be found on the Solar Installation Report at SRP Solar Reports. Revenue Grade Meter Requirements
All solar energy systems eligible to earn SRECs must report system production based upon readings from a revenue-grade meter that meets the American National Standards Institute (ANSI) Standard C12.1-2008. This meter is in addition to the electric meter installed by the local utility to measure the home or business’ electric consumption. The approved list of revenue grade meters accepted in SRP can be found at solar production meters.
SRP Guidelines and Clarifications (cont.)
Special Reporting Required for Net Metered Projects greater than 1 MW
For the above projects, Quarterly Milestone reports must be submitted to the SRP Processing Team within two weeks of the quarters ending on March 31, June 30, September 30 and December 31. If there is a change to the ownership of the SRECs from the initial SRP Registration, this change should be noted on the SRP Milestone Reporting Form and a copy of the newly executed contract reflecting the new owner and a revised SRP Registration Form should be included with the Milestone Reporting form at the next quarterly submission. Quarterly reports can be submitted via email to njreinfo@njcleanenergy.com. The Milestone Reporting Form and instructions on how to submit this form can be found at www.njcleanenergy.com. Note: The requirements of this paragraph do not apply to residential projects.
Requesting an Extension
NOTE: AN EXTENSION WILL NOT CONFER ELIBIBILITY FOR SRECS. If your project does not reach commercial operation prior to the 5.1% Milestone attainment date, i.e. prior to April 30, 2020, it will be transferred to the Transition Incentive Program, subject to the rules and regulations of said Program.
Changing SREC Ownership
Registrants that have a change to the System or SREC ownership must provide a copy of the newly executed contract reflecting the new owner together with a revised SRP Registration Certification form. If the change in ownership occurs after the NJ Certification Number has been issued, please contact GATS for guidance on how to make this change.
Interconnection and Authorization to Energize Requirements
This letter does not constitute a determination of eligibility to interconnect the project to the distribution system in New Jersey. Net metered project owners or their developers must follow the Net Metering and Interconnection process required by New Jersey law at N.J.A.C. 14:8-4.1 through 14:8-5.9 and facilitated by their Electric Distribution Company (EDC). The SRP Processing Team does not review the estimated system production and historical onsite consumption for projects to determine eligibility for net metering purposes. Registrants must obtain the required approval from their EDCs or they may be at risk of proceeding with a project that the EDC refuses to interconnect based on its review of the system output and historical consumption. Among other things, on-site load must be at least equal to project generation before a net-metered system may be energized or final program acceptance issued.
Registrants must also obtain authorization to energize their interconnected system from their EDC. If it is determined that the date of the EDC Authorization to Energize is after the expiration date referenced in this letter, the SRP registration will be terminated, and the registrant will be required to begin the entire registration process by submitting a new initial registration package.
The Final As-Built Checklist requires, among other things, proof that the relevant EDC has approved the interconnection with the EDC’s Electrical Distribution System (i.e., grid) and issued a Notice of Authorization to Energize.

Hello Lee,
I am not going to provide my insurance company with my loan information on the solar panels. I need to provide proof of installation for the solar and roof. The document does not state anything about the solar and roof installations being completed. Is it possible to get this information? Your receipt from MAJ roofing stating the job at 7 should work.
With regard to next steps, who is responsible for setting up the inspection with the township? Who is responsible for contacting PSEG to install a digital meter?

Dear :
Your registration that was submitted in the SREC Registration Program has now been transferred to the Transition Incentive Program (TI) application portal. The current status of your application is “Eligible for TI Program.” In order to move the project status to the previous status from SRP and complete the transfer, you are required to perform the following task in the TI online portal: Once you are in the portal you will see “Select the Project Type”, you are required to select the appropriate project type from the drop-down list. Once the project type has been selected, the project status will return to the previous status that the SRP registration was under prior to the transfer.
The Transition Incentive is structured as a factorized renewable energy certificate. The factors allow the Transition Incentive Program to provide differentiated financial incentives for different types of solar installations. Using the table below, the project must be identified by project type in the online portal to determine the appropriate factor for TREC eligibility. Applicants with projects for which more than one factor apply (e.g., a project that is partially roof mounted and partially ground mounted) may split their project and submit separate applications for each project type. Each project must have a separate ANSI c-12 revenue grade meter dedicated solely to its TREC production. Each application will receive a distinct TI project number, acceptance date, expiration date and NJ Certification Number. Failure to split the project into two separate projects and applications will result in the lower factor applying to the entire project.

Please follow the below steps for transferring your SRP registration to the TI Portal
Log into the TI portal using the same log in that you used for the SRP portal.
The project status will be under “Eligible for TI Program.”
Perform the task to “Select the Project Type” and "Interconnection Type" that represents the type of installation. (See Table above)
Once the Project Type is selected, the project status will be changed to the previous status of your SRP registration.
Due to the recent Board action, effective date August 8, 2020, IN THE MATTER OF A NEW JERSEY SOLAR TRANSITION PURSUANT TO P.L. 2018, C.17-ORDER PROVIDING EXTENSION TO SOLAR TRANSITION PROJECTS, Docket No. QO190100638 and QO20070484
The expiration date will change to:
for facilities that are net metered, provide on-site generation, or provide power for a qualified customer engaged in aggregated net metering October 30, 2021;
for projects granted conditional certification under the subsection (r) program (N.J.S.A. 48:3-87(r)), the registration expiration date set by the Board Order granting the project conditional certification;
for projects granted conditional certification under the subsection (t) program (N.J.S.A 48:3-87(t)) prior to April 30, 2020 the later of:
(i) the date set by the Board Order granting the project conditional certification, plus any extensions that have been granted; or October 30, 2021
An email confirming that you have successfully transferred your SRP registration to the TI portal with your new project number and expiration date will be issued to all parties associated with the application.
All previous documents submitted, and correspondence issued for the SRP registration will be transferred to the TI portal.

Hello Dr., this is an advertisement. You may want to do this in the future. I do suggest you don't pay this company at this time. Once you enter a few months of usage, you can look into a broker like this to do it for you.
I entered all of your information, and checked on it today. I didn't register correctly. As I'm re-registering, I figured I'd ask which form of entry you'd prefer. One where you add up the kilowatts from your app. The other option, we do the math, and require you to read the meter. Last time I put in the first one.
I will re-register by tonight.
Actual Generation: This entry type requires a manual entering or upload of your monthly generation value. This number is to reflect the actual generation that has occurred in a given month. (Example: Month 1=100 kWh, Month 2= 120 kWh, Month 3= 125 kWh) You provide the kWh that was generated since the last data entry (you do the math)
Meter Reading : This entry type requires a manual entering or upload of your monthly generation value. This number is to reflect the literal value from your meter at the end of a given month. This is an aggregating number that will grow over time. (Example: Month 1= 100 kWh, Month 2= 220 kWh, Month 3 = 345 kWh) You provide the latest reading and the system will determine the kWh that was generated since the last data entry (GATS does the math).

You can disregard the last email. Hello Dr., this is an advertisement. I'm happy to cancel this SRECTrade, Inc. for you. You are getting TREC's, SRECTrade is just a company name.
You may want to do this in the future. I do suggest you don't pay this company at this time. Once you enter a few months of usage, you can look into a broker like this to do it for you. WIth the SREC's certain brokers could offer a better price by guessing the market. With TREC's it's the same payout for everyone, so the only real benefit of a broker is you saving the 3-4 minutes it will take you to track your production.
